Options Appraisal and Investment Studies for Museum and Archive Provision, Milton Keynes

  • Milton Keynes Council (MKC) is unitary authority with a small heritage service unit with one Heritage Officer. It does not directly operate a museum or archive service.
  • It supports and facilitates the delivery of local heritage services with the Milton Keynes Heritage Partnership, which is comprised of local independent trusts
  • Milton Keynes has significant heritage assets including archives and collections relating to the development of the New Town but no City Museum or City Archive

 

Project: Options Appraisal and Investment Studies for Museum and Archives

  • MKC commissioned us to undertake 2 studies: one looking at options for future archival provision (which is currently provided by Buckinghamshire County Council) and the other looking at development options for museum provision provided by the Heritage Partnership

 

How we helped

  • With Justin Cavernelis-Frost, the archive study conducted an classic options appraisal for both a supposed continuing joint solution for MKC and the County and the implications of a stand-alone option for MKC
  • We identified the critical success factors of new comparator schemes
  • We assessed the current constraints of the service, what a future service’s vision, could be and how this translated into potential services, their spatial requirements, a sketch of capital and revenue implications, with a series of resulting options
  • Working in partnership, we set out a joint action plan which led to an architectural feasibility study [link to architectural feasibility study for Milton Keynes Council in same category]
  • With Marilyn Scott, through the museum and heritage study we helped set a course for the future strategy and priorities for investment in Milton Keynes with the MK Heritage Consortium partners
  • We defined the long-term vision for creating a cohesive and exciting museum offer
  • We made recommendations relating to the different options in order to produce a ‘masterplan’ for realising the heritage vision and securing investment which led to the development of a Round 1 application to HLF for a new city museum [link to HLF funding category New City Museum for Milton Keynes project description]
  • In both studies, we supported the facilitation role of the Council’s Heritage Officer, working closely with that role to embed partnership support.
